Step 1 (Tier 1)
Universal classroom instruction: all students receive high quality, appropriate instruction in the classroom.
Step 2 (Tier 1)Universal Screening: all students are screened using a variety of assessment measures to identify those students at risk of not meeting grade level academic expectations.
Step 3 (Tier 1)Students identified in the universal screening are closely monitored and planned for in the classroom setting.
Teacher collaborates with appropriate staff to identify differentiation strategies or other accommodations that may help the student succeed at expected level. Strategies are documented and outcomes closely monitored for efficacy. -
Step 4 (Tier 2)
If a student is still not progressing the RTI team convenes. The team consists of the classroom teacher, parent, student (when appropriate), and other specialists. The team review data and discusses concerns. The team makes instructional decisions based on the individual student’s performance. The team will try to isolate whether the issue is academic or behavioral.
Academic Difficulty:
RTI Team develops implementation plan that includes instruction and specific timeline for progress monitoring (4-6 week internal)
OR
Behavioral Difficulty:
RTI Team develops implementation plan that includes intervention and specific timeline for progress monitoring (4-6 weeks intervals)
Step 5 (Tier 2)
Implement the interventions for four to six weeks. Closely monitor student’s progress.
Step 6 (Tier 2)
Determine the efficacy of the intervention.
- If YES: Interventions continue monitored by RTI Team. Student returned to Tier I as appropriate
- If NO: Interventions adjusted and are monitored to RTI team. If a student unsuccessful after severe interventions refer to TIER III.

Step 7 (Tier 3)
RTI team develops intervention plan with more intensive (smaller group size and/or increased frequency) support. Interventions are implemented consistently for four to six weeks.
Is student Successful:
- If YES: Interventions continue and are monitored by RTI Team. Student returned to Tier II as appropriate
- If NO: Data is reviewed to determine if enough exists to suspect a disability. Student is referred for evaluation through CSE.
80% - 90% of students will have their needs met with Tier 1 services
10-15% of students will require Tier 2 support
1 – 5 % of students will require Tier 3 support
